Public safety is the first responsibility of local government. Rockford has made progress in some areas of crime reduction, but statistics do not fully capture what crime does to a family, a business, or an entire neighborhood.

A resident who has been assaulted, burglarized, or threatened does not feel safer simply because a citywide number has improved.

Sustainable Staffing Requires Long-Term Attention

The Rockford Police Department currently has an authorized strength of 302 sworn officers. Maintaining adequate staffing requires longer-term attention to recruitment, hiring, training, retention, and employee morale—not merely reacting after vacancies have accumulated.

Domestic Violence

A Major Public-Safety Challenge

Domestic violence also demands sustained attention. According to the city, domestic violence accounts for nearly 30% of Rockford’s violent crime on average. Addressing it effectively can protect victims while also producing a meaningful reduction in overall violent crime.

Pursue full and sustainable staffing of the Police Department.

Require regular public reporting on authorized positions, vacancies, recruitment, retention, overtime, and response times.

Examine why previous staffing shortages developed and establish safeguards against their recurrence.

Prioritize neighborhood policing and stronger relationships between officers and residents.

Support focused enforcement against violent offenders, illegal firearms, gangs, drug trafficking, and repeat offenders.

Strengthen coordination among police, prosecutors, courts, probation officials, schools, and community organizations.

Support effective intervention for domestic violence while holding offenders accountable.

Evaluate public-safety programs according to documented outcomes rather than publicity or political popularity.

Every resident, in every neighborhood, deserves to feel safe at home, at work, and in the community.
