ECONOMIC DEVELOPMENT

Business Growth & Opportunity

Rockford’s future depends on private-sector investment, entrepreneurship, and job creation. City government does not create lasting prosperity by itself, but it can create an environment in which businesses are more likely to invest, expand, and hire.

Redevelopment

Turn Underused Property Into Productive Assets

Rockford has commercial buildings, industrial properties, vacant lots, and underused corridors that can become productive assets again. Redeveloping those properties can create jobs, strengthen neighborhoods, increase property values, and expand the tax base.

A Fair Development Process

Clear Rules. Timely Decisions.

Government should not pick winners and losers. It should establish fair rules, protect the public interest, and help legitimate projects move through the development process efficiently.

As Mayor, Derrick Will

1

Review permitting and inspection processes to identify unnecessary delays.

2

Establish clearer timelines and points of contact for development projects.

3

Improve coordination among city departments so applicants do not receive conflicting instructions.

4

Support responsible reuse of vacant and underutilized commercial and industrial properties.

5

Consider targeted fee relief when legally and financially justified.

6

Evaluate development incentives according to jobs, private investment, tax-base growth, and other measurable benefits.

7

Work with employers, unions, educational institutions, and workforce organizations to address skilled-labor shortages.

8

Give small businesses and local entrepreneurs a stronger voice in city economic-development policy.

Every unnecessary delay increases the cost of a project. For a small business operating with limited capital, those delays can determine whether it opens successfully or never opens at all. Rockford City Hall should be known as a place where responsible development receives a fair hearing, clear direction, and timely decisions.
